Can someone define "Sexual Harassment in the workplace" or direct me to an informational resource?

I have an issue in my company and need to get some advice on the best way to deal with the situation and set policies in place to avoid the problem from resurfacing in the future. I have a small office in CA and one of our employees has been making a female employee feel uncomfortable in how he looks at her when he passes by her office. She called our HR Dept to complain and has threatened to go the authorities if we do not fire the male employee. He is our top-producing salesman in CA. HELP!
