When Should an Employee Ask for a Company Cell Phone?

Most companies only provide company phones to frequent travelers such as senior executives or sales reps. However I do travel a fair amount and when away find myself using the majority of my monthly minutes for business use which at times has put me over my monthly allocation. Sure I could ask for reimbursement for what I was charged for going over my monthly minutes, but I shouldn't be losing all of my personal minutes for company business. With so many companies watching their budget, when should I approach them to say I need a company cell phone?
